Help Identifying Old Movie

Hey guys, I'm hoping you can help me out.

Back in the old days of USA Up All Night, they played this movie a few times but I never caught the name. This was probably 15 years ago or so, but I remember it being a very cheesy late 70's/early 80's flick about a high school killer. I am nearly positive it was meant as a spoof, so I'm sorry if I'm asking this question in the wrong place.

A couple of the details I remember:

- There was a VERY strange, tall, skinny man with a mustache that kept talking about cheese.

- There is a scene with a corpse on a stretcher, and the corpse has a hard-on.

That's all I can remember for sure right now. I remember this movie being horrible, but in one of those so-bad-it's-good ways.

Any help would be appreciated.
