Ok that suggests that your router/modem is detecting your PC so i'd prolly start looking on your PC..

the fact he can connect through the wireless and x-box pointed to the router was fine.
the light shows an active connection, so the card is physically connected

I had my computer guy from down the road take a look at it. Apparently the computer knows it's there, it knows it's meant to connect to the internet but for whatever reason it wasn't showing up on the network connections. He tried uninstalling it but on attempting to reinstall we discovered a disc was needed. Not owning the disc anymore he's going to have to come round and do it online. Should be fine soon...

is anything showing up in the network connections (wireless should appear there to). if not, then possible issue with network connections service.
right click on my computer and select manage. in the computer management screen, open system tools and select device manager. there should be a section for network adapters, is the card there? does it have an exclamation mark on it? if it's not there, do you have any devices appearing in the other devices section?
if it was installed before, then the driver should already be there in the windows\system32\drivers folder (assuming you are running at least xp)
