It's saying that no one seems to care about things like school shootings and National tragedies and then the few who do care or play it off as if we are crazy. Right on. It sounds to me that's what South Park was doing -- social commentary humor -- criticizing that we're all ok with the shootings, and everyone in the show is criticizing the mom for pointing out the horror of it.
Reminds me of when they had Christopher Reeves running around sucking the stemcells/brains out of babies. South Park was making fun of the use of baby stemcells to help people with spinal damage paralysis. This was a long time ago (if I'm remembering this correctly), but I got the impression SoutPark thought it was vampiric, and were against it, or least was pointing out the point of view, humorously (or line-crossingly), that it can be seen as vampiric and creepy.
