He's so familiar looking. I went through the Hammer Frankensteins, Quartermasses, Triffids, but couldn't come up with it. Unless that's a colorized pic, that looks like a an early 60's. I get a goofy UK feel from the actor too. But could be B US sci-fi too. I'm at hint stage.
