I'll vote Puppet Master, since, ya know... It's actually a franchise, whereas the Frankenstein films are not. They are just a bunch of different movies using the same character, but they aren't neccesarily connected to one another.

Depends on the viewpoint. A character defines a franchise, and it doesnt necessarily need be a series of interconnected movies. Thats what makes a franchise different from a series. James Bond, Dracula, etc. are good examples of this.
