IPs can be "masked" as you say. It's called a proxy server. However, I doubt very much that anyone frequenting this forum besides myself and a few other choice members would have any clue as to how to set one up. Unfortunately, it's not possible to ban by MAC address, otherwise all bans would be permanent. IP banning, for the most part, works good enough.

i remembered one time a whiel ago when my computer first got hooked up that the internet said something like one of the addresses didnt match the network or i had a double addy or something

IP addresses, at least with most ISP's, are handed out on a lease system. His brother had probably tried to take that "leased" IP address and hard code it into the computer, which most definitely causes problems.
