Not sure about the implants but he started taking hormones as far back as the 80's in preparation for this but I'd say it sure looks like implants, too.

Not me, the twit killed a woman because he (at the time, I'm not sure if you use the current pronoun to reference past results?) couldn't get off his cell phone and then fights having to pay the family damages.
