fun either way, as long as it's lighthearted and involved no real destruction or vandalization of property

I've never participated or seen it done, but - like most things - it seems like it'd be harmless fun in moderation.

Superglue is way overboard, but draping a roll or two of toilet paper around someone's house can't really hurt anyone. I mean, it's pointless and immature - but as long as you dont got too far with it, it's no big deal.

I think it could only be considered "fun" or acceptable if it was done between friends with the knowledge that the one that it was done to would take it as a joke.

Otherwise, I don't see what would give someone the right to harass/vandalise property.

Seems like too much work to do to somebody you don't like. Why give them that much time and attention? Hell, just hit em' if you're that upset, it's fast and free. If I ever caught somebody trying to TP my house I'd make sure they had an interesting night...
