Nolan already expressly ruled out The Penguin (a LONG damn time ago), and they already set up Riddler with Joshua Harto.

Agreed. I think Depp would be great, but Nolan DID say no Penguin.

Hoffman's too meek. I want to see William H. Macy as the Ventriloquist.

I picture him playing Bullock kind of like his character from Red Dragon. If that paints the picture I see better.
