I know he had the ability to travel through electrical currents and jump into bodies.
I remember when he was getting fried in the Chair-his body just disappeared (with his clothes intact) and it wasn't clear what exactly happened there.
I saw a re-run of Shocker on Sci-Fi channel last week and still couldn't figure it out.

yeah thats the thing ... i didnt think he actually died - he just became electricity ..

there are others where there was a ghost who manipulated electricity (pulse, ghost in the machine, virtuosity)

So I guess we can call Shocker a... pulse energy body snatcher creature?
Maybe someone can come up with a snappy name just for him....
