It's done in the form of an awards show, with presenters presenting each award, and the winner, if he or she is around making a little speech, and others in attendance making congratulatory remarks.

You also tune into NeverEndingWonder Radio at the time to hear appropriately spooky music and commentary from the Insane Uncle Ozma.
