First thing to come to mind is the Puppet Master series. They're not all winners as far as story, but the dolls (despite the title they're more dolls than puppets) are creative and skillfully done.
Also Annabelle, but you said scary so forget that one.

Avoid at all costs, for many, many, many, reasons. The director of this movie (Andrew Jones) is churning out one bad movie after another. I can honestly say that this effort has no redeeming features!

This one just jumped into my head: House of Exorcism, starring Telly Savalas. It's shown on tv under a variety of titles, some severely cut.
Savalas also starred in the "Talking Tina" episode of Twilight Zone. Pretty scary doll!

Trivia: The voice actress who did Rocky the Flying Squirrel (and also Natasha), who died in 2017, did the voice of Talking Tina.

I saw a preview once for a horror movie about a doll called "The Boy". I never saw it so I don't know if it's good.
Also there's a 1999 movie called Blood Dolls but it's very cheesy.
Also the Demonic Toys movies have a lot of evil dolls and toys killing people.

There's also a video game called Fatal Frame 2: Crimson Butterfly which is about a haunted Japanese village and there is a girl doll possessed by an evil spirit.

Ok, but thats hardly the only case of that happening in a movie. It's fine if you like it that much, i'm just really surprised. Not exactly a movie i expected to hear anyone say is the best of all time.

There's an episode of Goosebumps called "Night of the Living Dummy" if that also counts.
Also there was an episode of The X-Files called "Chinga" about an evil doll with the power to make people injure themselves.
