Looks faked to me. Could be a good premise for a short story. Sounds like something from Tales of the Unexpected.

Saw a few paranormal shows on this case or a similar one. The story I heard went like this:
A little boy had an uncle who dabbled in the occult and voodoo, he gave the little boy a doll for his birthday (kind of like those "My Buddy" dolls...think Chucky...)
The uncle made it himself and told the boy it was magic, the boy named it Charlie. The boy started blaming the doll for things like broken plates, mud on the floor, normal kid stuff, of course no one believed the boy when he said "Charlie did it", though the parents do recall hearing voices in the child's bedroom. And even the neighbors said the doll was seen in the window scowling at them and mouthing words.
The boy was never scarred of the doll he just knew it was alive but no one would believe him. Time went on and the boy grew older, the doll still stuck around but was not played with as much. (It gets a bit fuzzy here) The boy went away to school and left the doll in the basement (could have been an attic) and the doll was never heard from again until the boy's parents were digging in the basement and found the doll. The doll's hair had turned gray and the face had aged since the boy left, the boy's parents heard whispers around the doll, eventually the events started happening again, mud, broken plates, running in the house, but they had an empty nest. The decision was made to sell the doll to a museum of oddities and there it remains aging alone.

That doll must have been a heavy smoker. cause it said that it has only been in the attic for 11 yrs.( about the same amount of time that the balloon boys father wished he kept his son in the attic for.).

I think that is what is so disturbing - those staring eyes look too human!
