Help me identify an early 90's horror film

I've been trying to figure out what this movie is for a very long time. I saw it on TV when I was a kid some time in the early 90's. The movie itself may have been made in the late 80's or early 90's. I remember that there was a bad guy who would go around and kill people, and cleanly remove the skin covering their heads. The main character was a guy who had survived getting his skin taken off and occupied himself with finding the guy that did it to him and avenging others. He wore bandages over his face.

Any leads would be greatly appreciated!

Your description makes me think of Sam Raimi's 'Darkman'

But, Darkman's face was destroyed in a fire...He hunts down the guy responsible for the fire, and sometimes wears masks of his enemies

He created a formula for synthetic skin, to cover his head, but it would dissolve after 99 minutes in sunlight...He had his face bandaged quite a bit

I know movie memories can get muddled after a few years
