another stupid computer problem

so. theres a picture of a lock. and half the time its locked and half the time its unlocked. It wont stop doing that, and its right in the center of the screen. I cant scroll over it with the mouse because it's one of the screen features i think. Anyone know what to do? its really irritating. i also cant turn my screen off by pressing the button. Help me out.

What sort of computer is it? A desktop or laptop? Have you ever seen this symbol before?

Maybe it's some kind of monitor interface. Can you take screenshot of it?
