I just had a look at this (obviously not for the first time), and I think it's time to remove it.
Just make the rules be known in a sticky, and don't give anyone special treatment, or second chances where they aren't due.
I looked at the thread and besides outlining certain elements of the rules, it also makes this place out to be in regular shambles, and a place where females are likely to be harrassed.
It's been good for a very long while now (comparatively speaking), and I think that this kind've spins a negative perception about the place, might put new posters off staying...anyways, I think it's served it's purpose.

While on topic...seems like a few other things that are on sticky now, kind've needn't be...
It should be stuff of ongoing importance, eg: rules, where to post what, members of moderation, not just because people wanna keep their threads on life support. - If a thread's gonna make it, it'll keep itself afloat.
Sorry, just gets to me to have this chunk of superfluous stuff up there.

I also agree. It is cool to have the Top 100 stuffs but maybe we should make a new forum for Top 100's and awards and such?

we need one thread that has all the rules and that but can't be posted on by anyone but mods (so it isn't filled out with lots of stuff.)
