Need help

Anyone know the name of an older somewhere in the 80's I think or late 70's movie with a creepy looking short chubby balding guy with coke bottle glasses who kinda sounds like a woman or the actors name?

I can only remember bits and pieces of the movie where 4 kids get into this cold town via a jeep and stay at this house where the previous mentioned actor either owns or runs the place for his mother and his deformed or deranged brother starts killing them.any input would be graciously appreciated.

The actor sounds very familiar, has he done a lot of commercials? Look like they may have based Hans Moleman (simpsons) on him?
