According to an arrest report, 51-year-old Paul Trotman told Clay County authorities the boy had been urinating into wall sockets and night lights to see them spark.
Trotman told investigators he's been an electrician for 26 years and is aware of the danger of electricity.
He said he wanted to teach the boy a lesson before he hurt himself.
Reports said Trotman used a device that controls low levels of electricity and creates a tingling sensation if two wires are touched.
Trotman said the feeling is less serious than if a nine-volt battery were placed on the tongue.
He's facing a charge of aggravated child abuse.
