Circus Horror?

There's a very old black & white horror movie with a circus theme that I cannot find and don't know the name of. I have watched circus of fears & circus of horrors & it's neither of those. I think as I remember it, there were several disfigured people in the movie with missing limbs, etc. Any help or suggestions?
