Help! What is this movie called???

I don't remember much because I am slow and forgetfull(my bad) but, could you guys help me to remember what this movie is called, I want to get it. I think I watched it On-Demand one time.

Anydoodle, onto the movie...

It starts out where this guy goes to an insanitarium(don't they all) and he is some kind of doctor type person. At the insanitarium they have cells down stairs with crazy people in them. They are really crazy, they eat poop and cut their faces with sharp objects and stuff. Well, then there is a murderer in the place and they think it is someone from inside the place. The main guy sees a little boy all the time. Also, he thinks there is a guy in a cell that is empty in the basement. And they find out that the owner of the place was giving people placebos instead of medicine to help them become stable. It turns out that he is the crazy one. He was a kid that escaped from there and they tried to kill him but, he got away. In the end, he didn't get caught but, he went to another hospital, I'm guessing to do the same thing...

So, can you help me, HDC???
