To me it seems obvious that it was the 70's. We have Texas Chainsaw Massacre, Halloween and ok so Friday the 13th was 1980.. but that's still pretty close. Then we have other classic horrors like Last House On The Left and The Hills Have Eyes.
It seems to me that the 1980s was an explosion of teen slasher films using a formula. Some of them of course were great but there was a lot more crap about.

Weren't most of the video nasties released in the early eighties, prompting the Video Recordings Act, which was passed in 1984?
With that in mind, I'd have to say that the eighties was the decade for me, although I acknowledge your comments about the seventies completely.

70's - when horror was quality...and employed real actors and directors.

I'd say the 1970's and early to mid 80's before the MPAA got all involved with heavy censorship and hacking out a bunch of cool kill scenes in movies from the mid 80's on up.

The 70's were the best decade for cinema overall, and the horror genre is certainly no exception.

Early 70's to early 80's. Grew up in the video nasty era. watching E.T at the cinema with my family one day the next bunking off school & watching Cannibal holocaust with my mates, my tastes in cinema changed overnight. happy days! until those Nazis at the BBFC got involved.

I think it's pretty much unanimous, but Ill trow in another mention for 70's-mid 80's. Pretty much all of my favourite films, horror or otherwise, were made in that time period.

I'll saw mid-70s to mid-80s as well but if I had to pick between 70s and 80s I'd have to say 80s.
