Inmate Dies In Apparent Jail Escape

Pittsburgh, Pennsylvania -- The body of an inmate was found outside the Allegheny County Jail early Thursday morning, Warden Ramon Rustin said.

Allegheny County Medical Examiner Dr. Cyril Wecht identified the body as that of Frank Sebetich, 58, from Washington County.

Sebetich was found near an intake ramp where prisoners are brought into the jail.

It appears that Sebetich fell 16 stories while trying to escape, Rustin said.

"It was a combination of sheets that were braided together -- pieces of an inmates uniform that were braided together," said Rustin.

Rustin said it may have taken Sebetich months to get enough sheets to attempt an escape.

"The reason they were 16 stories up is because that height is suppose to be a deterrent. If you get out that window, you face a 187-foot drop," said Rustin.

Sebetich was the target of a state police manhunt through the woods of Washington County in May 2004.
