A man supposedly was caught dragging 2 dogs tied to the back of his car because he thought he could take them for a "walk." When the police apprehended the man he supposedly reaked of alcohol. The dogs only suffered minor cuts and bruises and should fully recover. The man said in court that he had barely any recolection of his doings..
