It's a low-budget Mexican masked wrestler horror film that features a graphic eye gouging scene.

There's also the scene with the cat eyeball removal in Maniac (1934).

You can see it because you've been to the site it's on, and now it's in your cache. Most likely the site in question doesn't allow hot linking. The way to fix it is to find another picture from a different site.
