might be war cat. I'm going to try and find a good description. What imdb had sounded similar except she gets revenge on the bikers not survivalists. well idk we'll see,

I definitely have no idea what it is. I definitely never saw this one. You might want to try other places besides horror sites to find out...try drive-in/exploitation/grindhouse message boards, or maybe a biker movies message board. There must be such a thing! Narrow it down a little and I'm sure you find the geeks who can tell ya, if they ain't here.
