Its called Green stuff, its used to make gaming miniatures for dungeons and dragons. It is also used widely by toy designers,aka most toys you see for boys action figures etc. The Green Stuff is a two part epoxy one side is yellow and the other side is blue. when mixed they turn green. you have 8 hours to sculpt before the epoxy hardens. once hard the greenstuff can be drilled, sanded, cut, filed, etc. It's not cheap stuff unfortunately. around $8.00 a ounce. But I've never worked with anything finer. In fact if you go to this link you can see what the stuff is usually used for
