These two are members of G.o.S.H. (Guild of Super Heroes).
The 1st is the manditory speedster of the team, MAX VELOCITY (one of my favorite names, mind you...).
The second is the hand-picked successor to the mantle of "protector of the solar system" by CAPTAIN COSMOS. This much younger and more impetuous space adventurer is the heroic DASH JUPITER.
