It's a chemical reaction I think. Dry ice is so cold it burns. When you put hot water on it it steams because of a reaction, therefor when you touch it it will be so sharp it cuts up, sometimes you wont feel the cut or see blood, but when it gets under your skin it sets up a reaction that burns.
