Can somebody name this horror movie for me
 

I remember seeing some of this horror movie when I was young. It's about an Ice Cream Man who puts sick stuff in his ice cream like eyeballs. Then he sells it to people. Can somebody please tell me the name of this movie.

i love how even the feds call him "ice cream man". like "Alright icecream man! drop the gun." holy shit that movie is fucking awesome. and that scene where he grinds up the dog. hell yeah clint howard is dope.
